The goal of this portal is to:

Ability to Transfer Charges to Other Accounts Regardless of Status Merged

The ability to transfer to other accounts that are in different statuses (ex. checked-out to a checked-in account). This would be especially helpful for charges posted to accounts by other outlets like F&B  through other POS systems. Or payments that were posted to the wrong account before check-in. If the charge is on the incorrect person we cannot transfer it to the correct account if they are in different states (example checked-in guest to checked-out guest). You shouldn't have to re-post everything, when a transfer should suffice.
